The Minister of Housing, Town Planning, and Urbanism, Mohamed Tarek Belarbi, has issued an urgent instruction to facilitate the financial management of promotional housing projects. The aim is to accelerate the payment of contributions from real estate developers in advanced projects and introduce new conditions in the process of selling LPA (Logement Promotionnel Aidé) promotional housing.
According to the directives issued on July 10th, the first part of the promotion will be paid without taking into account the minimum number of off-plan sales contracts from beneficiaries (VSP 50) deposited at the Housing Bank. However, this payment facilitation is subject to certain conditions, notably that the percentage of progress in the works is in accordance with the requirements of the specifications.
The formula and other financing, as well as the personal financial participation of the beneficiary or through a bank loan, must cover the payment requests submitted by the developer.
Certificate of compliance issued before full authorization of sales
Regarding the sales process once the project works are completed, the instruction specifies that for completed social housing projects, a certificate of compliance will be issued before the completion of all off-plan sales contracts. This will facilitate the preparation of sales contracts for properties where the terms of property transfer have been settled.
As a result, the complete sale of the concerned housing will be authorized once the certificate of total compliance with the project is issued, and the financial settlement will be made by paying the entire share to the developer, according to the prorate of the prepared sales contracts.
These measures aim to simplify procedures for completed housing projects and facilitate the sales process for real estate developers.
